DIRECTOR OF CLINICAL OPERATIONS

I. Title: Director of Clinical Operations
II. Reports to: Executive Director
III. Job Objective: Provide direct supervision to Director of Crisis Services, and Social Programs Clinical Manager. *
· Director of Crisis Services provides direct management to the following programs: Orange County Crisis Call Center, SAPA (Sexual Assault and Advocacy Program), Sexual Assault Examiners (S.A.E.), Text 4 Teens, and Vet 2 Vet Program
· Social Programs Clinical Manager provides direct management to the following programs: Hudson House, CORE, Vocational, Compeer, Social Programs (Social Club and Friends) and WOGI (Welcome Orange Geriatric Initiative).
Responsible for assisting with the interviewing, hiring, and training personnel for these programs. *
Perform duties while actively promoting an environment consistent with MHA’s Cultural Equity Policy and WELCOME Orange.
* Direct supervision of stated positions and oversight of stated programs are periodically reevaluated and may change subject to the discretion of Executive Director.
IV. Qualifications:
· Licensed Clinical Social Worker (LCSW) with 3 years of commensurate clinical training and experience with Administrative/Supervisory duties.
· OR ability to obtain license within 6 months of hire date.
· Copy of NYS license to practice (LCSW) and current registration required by date of hire.
· National Provider Identification number required by date of hire; instructions/assistance for securing NPI number will be provided if needed.
· Superior supervisory skills as evidenced by being organized, self-motivated, effective time management and can coordinate multiple tasks simultaneously.
· Effective written and oral communication skills, including public speaking ability and experience.
· Must be organized, self-motivated and have the ability to coordinate multiple tasks simultaneously.
· Ability to exercise sound judgment under crisis situations and to abide by regulations regarding confidentiality.
· Experience working with the mental health, substance use and developmental disabilities services systems.
· An understanding of and commitment to social justice.
· Ability to work under strict confidentiality.

· Exhibit proficiency with MS Office suite (Word, Excel and PowerPoint).
· Experience with and a sound understanding of 1115 Medicaid Waivers and procedures preferred.
· Bilingual Spanish/English preferred.
· Valid NYS Driver’s License and ability to drive with current driving record acceptable for agency insurance coverage.
· Must be clear and maintain an acceptable record under the Office of People with Developmental Disabilities (OPWDD) and/or Office of Mental Health (OMH) mandated criminal background check process.
· Must be clear and maintain an acceptable record under the Medicaid Fraud & Abuse clearance process.
V. Responsibilities:
· Provide clinical oversight to licensed supervisors, managers and/or directors and provide weekly supervision.
· Support all clinical supervisors/managers/directors in the implementation of evidence-based practice.
· Support the development and monitoring of all Call Center and 988 program policies and procedures ensuring it is up to date with NYS Office of Mental Health regulations.
· Conduct relevant staff training and engage staff in available development opportunities.
· Assure that MHA and its mission, program and services are consistently presented in accurate, strong, and positive images at all times.
· Lead, motivate, supervise, and assess a competent and experienced staff and maintain and continue to foster an environment of collaboration and innovation in accordance with authorized personnel policies and procedures that fully conform to current laws and regulations.
· Serve as an integral part of MHA Management Team, assist in long term planning and oversight of relevant personnel, fiscal, administrative and program issues.
· Ensure program compliance with funding sources and other applicable regulatory agencies including but not limited to: NYS Office for People with Developmental Disabilities (OPWDD), Medicaid, NYS Office of Mental Health, (OMH) Department of Health (DOH), Housing and Urban Development (HUD), Department of Criminal Justice System (DCJS), Office for Victim Services (OVS), Substance Abuse and Mental Health Services Administration (SAMHSA), and Federal Emergency Management Agency (FEMA).
· Serves on MHA’s Incident Review Committee.
· Maintain a current understanding of regulatory trends and changes in law for programs with direct oversite.
· Ensure monthly units of service, scorecard data and billing meet or exceeds projections.
· Direct responsibility for the financial oversight of designated programs.
IV. Other Duties:
· Participate in MHA’s committees as needed.

VI. Terms of Employment/Benefits:
· Exempt.
· Forty (40) hours per week.
· Locations: Mental Health Association in Orange County, Inc. in Middletown (73 James P. Kelly Way, Middletown, NY), New Windsor (100 Leprechaun Lane, New Windsor, NY) and Emergency Service Center in Goshen (22 Wells Farm Road, Goshen, NY) and hybrid work schedule available.
· Paid holidays, sick leave and paid time off according to MHA policies.
· SALARY: $93,000
